Outside of the Catholic Church, and outside of religion itself, marriage is still a social contract, and for that reason, there still need to be vows taken in public before the act of sex first begins to take place.I think, therefore, that outside of the Catholic Church and Christianity, the only marriage ceremony really needed is the conjugal act done with the right frame of mind, for the right reasons, and the right intentions.
The family is the building block of society, regardless of what religion it practices, if any.
The children who come from intact, functional two-parent family in which all are related to one another by blood through the children (and thus, instinctively protective of one another) will become the successful adults of the next generation, which will continue that society on into the future.
Because it is the future of society that is at stake, society has a stake in marriages, and has the right to know when and where they are taking place, in order to support them and provide them with essentials.
