That does become the difficulty for Catholic physicians - what constitutes an “effective” referral? Is referring someone to an information line where they can obtain the name of a practitioner “effective”? Or do you, yourself, have to refer to a doctor for an abortion or for assisted death? The former, I believe, is generally considered morally acceptable while the latter, for obvious reasons, is not.
