I learned something today! I always thought that when the top is on it signifies that the hosts are Concecrated.
Even at a Sunday Mass, you will see the bread brought up in the offetory in ciboria.

What really counts is a bit of information that I haven’t seen presented yet.

We’ve determined that the priest took hosts out of a ziplock bag and put them in a ciborium prior to Mass.

Did the priest have this ciborium on the Altar during the Eucharistic Prayer??

That bit of information is the one single determining factor. If the priest did in fact use this bread in the Eucharistic Prayer, the contents of the ziplock bag was plain bread.

If he set it aside and used other bread for the Eucharistic prayer, you need to talk to that priest in a polite fashion.
