I’m not sure if that’s true anymore. YouTube actually has a “YouTube Music” app where you can listen to songs posted on YouTube. My understanding (and I’m open to correction) is that they’ve found a way to monetize it for both YouTube and the music rights holders.

I know a lot of people post stuff on YouTube they don’t have the copyright for. But the rights holder can report it and have the video pulled (indeed, there have been songs I’ve searched for—generally bonus tracks for import editions of CDs I have—that I’ve seen appear and then disappear). I generally assume that if a video was uploaded some length of time ago, then the rights holder must be okay with it.

To me, YouTube is a poor substitute for purchasing music. I only ever use it to show people a song, not to get out of buying the song myself.
