Actually prophets and aposles are the foundation (eph 2:20). Peter is the chief visible shepherd. The head of the Apostles. Peter is always the one who responds when a question is asked of the apostles as a group. Paul was an evangelist and an Apostle. Therefore he would have been a part of the foundation of the Church. As spoken above his is also charged with preaching the Gospel in particular to the gentiles.
