What were the condictions where God sent a lying spirit?

1 Kings 22:22-23
" ‘By what means?’ the LORD asked. " ‘I will go out and be a lying spirit in the mouths of all his prophets,’ he said. " ‘You will succeed in enticing him,’ said the LORD. ‘Go and do it.’
“So now the LORD has put a lying spirit in the mouths of all these prophets of yours. The LORD has decreed disaster for you.”

2 Chronicles 18:21-22

This is a literary device used by the prophet Micaiah to try to convince the king of Israel that his prophets were not speaking the truth about the outcome of his planned fight against Ramoth-gilead. Micaiah wanted to convince the king that Micaiah was speaking the true prophecy of the Lord and that the other prophets were speaking falsehoods.
 
I would have assumed that God simply allowed a demon to influence these false prophets. As God is in control of everything, sometimes the Hebrews attribute certain events to God, as he, by allowing them to happen, indirectly caused them.
