What were these arm movements a congregant did at Mass?

Recently at a weekday Mass, I observed a fellow attendee, deep in prayer, who was performing a systematic, precision movement of the arms and hands. Many of the movements involved a circular types of motion with the arms, touching the fingers to the forehead, lips, alternating between the right and left. This continued throughout the Mass ending with the dismissal. Do you have any idea what type of ritual this person was performing?

No. Although no one should be doing anything not prescribed by the rubrics of the Mass, there are congregants who have their own personal prayer styles at Mass. Unless these movements are a serious disturbance to others, I recommend ignoring them. If they are a serious disturbance, then consult with the pastor. It is his place, and his alone, to approach a congregant about these kind of disturbances during the liturgy.
