What's the Church's view on cousin relationships?

I have a friend who loves his cousin to the point where it gets physical (touching, kissing. no sex). What exactly is the Church’s view on these kinds of relationships? I do know of the OT’'s instances of same blood relationships, but is there anything in the NT? I’m really concerned for my friend and the family is being torn apart from this. They are also of high school age. I don’t know if she is his first, second, third, etc. cousin.
