I know he had his licence to teach catholic theology revoked, but why? What issues were in question?

Rejection of the doctrine of papal infallibility.
If you read John Paul II for Dummies by Father Triglio, he treats this on I believe page 124.
He mentions that as a theologian with credentials from the Church, for Father Kung to publically dissent (as he did) on the doctrine would be the equivalent of a leading astrophysisist at an Ivy League university teaching his classes that the earth was flat.
Obviously such a teacher would fairly quickly have his credentials revoked. And that is what happened with Fr. Kung.

Was he rejecting the infallablity of the pope himself or the infallablity of the church as a whole?

As far as I know it was just the Doctrine that the Pope is infallible, even in such narrow conditions as set out in the Doctine (speaking ex Cathedra on Faith & morals etc) rather than the infallibility of the Church as a whole, although I could be wrong-I’m far from an expert!!
Fr Kung deals with the issue of Infallibility in his book “Infallible?“ if you want to have a look at his argument.
I haven’t read it myself, it just came up briefly in my Theology course when we looked at issues like Papal Infallability.
Again, I’m no expert but I hope this helps!!

Kung argued that the Church’s teaching against contraception was infallible by the ordinary magisterium, and also that the teaching was wrong, and so concluded that the Church was not infallible.
It’s actually pretty difficult to argue against papal infallibility, because there are only two universally recognized instances of such teaching, neither of which is on a matter that is directly verifiable.
