What's the word for the desire of more hands-on, face-to-face welfare... as opposed to government involvement?

I had seen this word mentioned on this forum a year or so ago. I was trying to think of it in a conversation today, but couldn’t come up with it. And a quick Google was unsuccessful.

EDIT: I almost want to say it’s pentacostal works/Christianity. But I think it might even be more specific/unique than that.
 
Corporal works of mercy? Of course, the corporal works of mercy can be performed individually or through a group effort, such as a church group or even a government agency.
I can’t think of the term you are searching for, but I wonder why we must choose one over the other. Why not both?
 
Are you perhaps thinking of the principle of subsidiarity?
 
Communalism. It is the members of a community that extend grace and charity to each other, understanding themselves to be part of the same Body.

This is the opposite of communism that takes and forces people into a job or politics or role according to the whims of a dictator.
 
Subsidiarity is the closest thing to what I remember, but I feel as if there were still another word used to define this “principle”.

The word seemed very harsh. I think it had more with the advocacy of SEEING what’s wrong with society in order to right the wrongs. Don’t think it was so much about the organization side of things.

I’ve only seen it used that one time…

The “P” word is perhaps Dorothy Day’s “personalism?” Of course charity is a good word, as long no one confuses it with the welfare state. The voluntary help-them-yourself (non-governmental) approach would be favored by any libertarian Catholic too.
