zooming in, they remind me of little bells or at least the top little white ones do!

I think that’s a type of rock rose ?Not sure of the other name for it .I have a couple of pink ones…very hardy and lovely.

It’s outside an elementary school. Maybe years of kids constantly climbing on it since it was a sapling pulled it down, shaping and training it like a giant bonsai.

Yep, that would do it also. It did remind me of an espaliered plant, except its not up against a wall.

We are having cold weather ,high winds ,rain and hail these last few days …hopefully the fruit tree flower buds are not affected as they are still closed.
