You are mistaken .

Our priest disregarded the bishop’s instruction to read the pastoral letter in his church .

People are free to disregard what the church ask. It is called free will. Sometimes there are good reasons to come to mass a little late or leave an little early, for example!

I think people have no idea how many request are made of the pastors by the bishops office. One pastor told me he gets weekly request! Bishops do not have the power they once had over their priest!
Older priest can retire and the Bishops has no replacements!

In my view the Bishop should lead by example and wise instruction rather than sending out a lot of request!

For the case in point, there is a good discussion to be had whether receiving the Eucharist with both species should be a common practice. In my parish we only receive both species twice a year! In that way it is something special!
