When can lay people give blessings?

Someone told me I should bless my advent wreath, but I’m not a priest. I know I could go through the motions of the advent wreath blessing but would it mean anything, would it be a real blessing? Is there some kind of hierarchy of blessings (from a priest vs. a bishop vs. a deacon vs. laity vs. nuns, etc.)
