When do the bread and wine become the body and blood of Christ?

The consensus of Catholic theologians is that transubstantiation occurs at the consecration when the priest says “This is my body… This is my blood.” As one example, St. Thomas Aquinas states:
Some have held that the substance of the bread and wine remains in this sacrament [the Eucharist] after the consecration. But this opinion cannot stand… [T]he conclusion is that, saving the truth of this sacrament, the substance of the bread cannot remain after the consecration (Summa Theologica, source).
