When is the veiling of statues appropriate?

I’ve been searching all over the internet as to when it is appropriate to do this and (including on the Catholic Answers Forum) says only on after the 5th Sunday of Lent and then quotes PASCHALES SOLEMNITATIS
The Preparation And Celebration Of The Easter Feasts **Congregation for Divine Worship. **I keep trying to find it in the document but only can find that it is acceptable but does not mention when. Could you tell me where in the document it is? If it’s not in that document, where is it?
