I remember reading somewhere on this forum that the bars of the crucifix of original Pauline pastoral staff was supposed to look like both the eastern and western crossiers combined. The vertical bar of the crucifix bends forward to look like crook that western bishops use. The two sides of horizontal bar of the crucifix bend down and forward to look like the horns of the staff that eastern bishops use.\This is probably the Pope’s crosier.\
**When becoming Bishop of Rome, bishops from other sees would lay aside use of the crozier. The Popes as Bishops of Rome never used one.
Paul VI was the first (as far as I know) to adopt a pastoral staff tipped with a Crucifix to emphaize his ministry as chief pastor of the church. But notice it did not take the shape of the usual baculum.**
