When or how do we receive a charismatic gift?

Hi everyone,

A simple question: a person can receive a charismatic gift (i.e prophecy) without being baptize? When or how exactly, we could receive a charismatic gift? These gifts did not came together with the 7 gifts (fortitude, piety, wisdom, fear of the lord, etc.) or they came?
