It began to be established when Jesus started giving new instructions in the Sermon on the Mount (Matthew 5). There, he started with the Old Covenant (“You have heard it said…”) and changed it to the New (“But I say to you…”). The fulfillment came at the Passion, which started with the Lord’s Supper where the new Sacrifice of the Covenant was sealed with blood: “This is my blood of the Covenant, which will be poured out for you, for the remission of sins.” The Sacrifice of the Cross is there too. And then the Resurrection and Ascension give us a sign of hope for a new Kingdom in the world to come. But the Covenant started here on earth.
