It is from a 1981 speech entitled To members of the Militia of the Immaculate. He is addressing members on the fortieth anniversary of Maximilian Kolbe’s death and the tenth anniversary of his beatification. It is not in English on the Vatican site. Here are links to the Italian and Spanish. The reference is the last sentence in section 2. It is not a formal definition of membership. The group was founded by the saint in 1917.My friend asked me, " I mean when did PJPII define membership in the Militia"?
