Where does a cause for canonization originate?

How does the process for promoting an individual’s cause for sainthood begin? After reading the biography of Fr. Augustine Tolton, I keep thinking he would be an excellent candidate for sainthood. He was ordained for the Diocese of Quincy, but because of extreme prejudice was moved to Chicago, where he died. Would a diocesan office start the process? If so, which one in this case?
 
A cause for canonization ordinarily begins in the diocese in which the candidate died. For example, the Archdiocese of New York is responsible for the cause of Bishop Fulton Sheen (who was born and raised in Illinois) and the Diocese of Rome is responsible for the cause of Pope John Paul II (who was born, raised, and lived much of his adult life in Poland).
