Where does one find directives issued by local bishop?

I bought a new roman missal with corrected English translation. During the Communion Rite there is an instruction to kneel during the Agnus Dei. I don’t see anyone doing this. It crossed my mind that our local Bishop has an instruction to stand here. Where does one find instructions from the local Bishop? Does the local Bishop issue encyclicals like the Pope? If so, what are they called, and where does one find them?
 
Go to your Archdiocese website. Our diocese website has a link to “Liturgy” and a link under that for FAQ or “Frequently Asked Questions”. You may find your answer there. If not, contact them with your question.
