Where does this quote come from?

I don’t know if this is the right place to post this but here goes…

I read the following quote purporting to come from the then Cardinal Ratzinger. If true I would like to read it in context. Can anyone tell me the source?

“Against the pope as an expression of the binding chain of Church authority, stands one’s own conscience, which has to be obeyed; if need be against the demand of Church authority.”

Of course, MLK was talking about civil law I suspect.
