Which Diocese are you under?

I have a question about which Diocese people go by when two different Bishops make different statements. For example, I’m sure you know that some dioceses have granted a dispensation from abstaining from meat this Friday because it’s St. Patrick’s Day. Now, the Archdiocese of Philadelphia granted it, but the Diocese of Pittsburgh did not. If someone is registered at a parish in Philadelphia, but is temporarily in Pittsburgh, say because of college, which Bishop would they be under?
