Does a priest get to choose which Eucharistic pray to say each Sunday? Specifically, if it a Sunday in ordinary time, is it up to each priest to decide which one will be said?
 
Short answer, yes.

However, EP 4 has it’s own fixed preface, so it cannot be used on a day that already has it’s own preface.
