Which is first: 1st Communion or 1st Reconcilation?

Our parish has just decided to NOT have 1st reconcilation until a year after 1st Communion. This seems to me to be putting the cart before the horse. Their reason being that they don’t think that the child is mature enough to understand what sin is yet at age 7 or 8.What is the church teaching on this and also how do you respond to this question?
