Well, technically didn’t Peter open the gates of heaven? (Matt 16:18) 
So then I’d say Pentecost.

JESUS ascended twice. After HIS rising from the dead on the 3rd day, wherein HE took the souls who had rested “…in the bosom of Abraham” into heaven. And after 40 days of teaching in order that HIS SPIRIT would come “if I do not go, MY SPIRIT cannot come” - paraphrase - Pentecost.

The common opinion seems to be that our Lord Jesus Christ opened the gates of heaven on Holy Saturday, after his physical death on Good Friday and before his bodily resurrection on Easter Sunday. See the article on “Harrowing of Hell” in the Catholic Encyclopedia.

Elsewhere in the New Advent Catholic Encyclopedia, the Ascension is indicated as the time. Under “Limbo”, it says:
“In theological usage the name is applied to (a) the temporary place or state of the souls of the just who, although purified from sin, were excluded from the beatific vision until Christ`s triumphant ascension into Heaven (the “limbus patrum”) …”
The limbus patrum = the Limbo of the Fathers.
