Peter was Bishop of Rome and the first Pope. Do you somehow deny that he held the office of Bishop at the same time as he held that of Apostle?Well they were Apostles of course! Who says anything was broken? The Apostles were Apostles. They ordained bishops where they traveled. A bishop is a overseer of a particular community. The Apostles were sent to plant the Church.
Apostles are a subset of bishops. Not all bishops are apostles but all apostles are bishops by their very nature.
