Psalm 81 (Catholic numbering, would be 82 in the Protestant canon) reads in part:

God hath stood in the congregation of gods: and being in the midst of them he judgeth gods. (2) How long will you judge unjustly: and accept the persons of the wicked? (3) Judge for the needy and fatherless: do justice to the humble and the poor.

Later it reads: (6) %between% I have said: You are gods and all of you the sons of the most High. (7)But you like men shall die: and shall fall like one of the princes.

(Douay Rheims version)

So who are the “gods” referred to here and where is the “congregation” is this supposed to be in heaven? Could He be referring to the Judges of Israel?

The original word Hebrew elohim, literally “the gods,” has several different meanings in Sacred Scripture. It is used for the Lord God, it is used for angels in heaven, and it is used for human princes and judges on earth. Yes, in this case, it seems to be used for the judges among the Jewish people on earth. More here.

It is used of the Judges who are like god to the people. See John 10 around verse 34.
