“Us” is God. This may be a cryptic reference to the Trinity or it may be the use of the royal “We”. Like the Queen of England referring to herself by saying, “This is pleasing to us.”

God, in Hebrew is Elohim, a plural form.

Some have seen in the plural God deliberating with his celestial court (angels) others, the plural of majesty.

The Fathers have seen in this a foreshadowing of the Trinity.
