So far as I know, there is no restriction on who can bring up the gifts at Mass, although care should be taken that those chosen will not generate confusion or scandal by their selection. It is a shame that an RCIA candidate, someone who is discerning membership in the Church, was denied and, if your quote is accurate, in such a dismissive fashion. But the priest’s decision should be respected and not allowed to become a cause for upset or bitterness. Perhaps he should be asked to allow RCIA candidates to bring up the gifts during Holy Week and/or on the Easter Vigil.
