Who can do the readings at Mass?

Who may do the readings (1st or 2nd Reading) at a Funeral Mass (or any Mass for that matter)? Are non Catholics or non-practicing Catholics (who have recieved the Sacraments of Baptism and Confirmation but no longer practice the Faith) permitted to perform the readings?
