Who can enter the Sanctuary?

Can someone tell me if there is any Church Law or Official Church Document where it clearly states if children are to be at the altar in the sanctuary during the Our Father? (excluding altar boys, of course). I have asked this question to many priests and lay people and the answers vary so much. The only thing I read, was found in the GIRM, in para. 162. It talks about EMHC’s should not enter the sanctuary before the priest has received the Holy Eucharist. (which is well after the Our Father). Thanks

the GIRM is quite clear that no one belongs in the sanctuary except the presider and those serving at the altar, and the deacon or concelebrating priests, if any. Even the servers approach the altar only when necessary, and remain kneeling or seated at the side when not performing their duties. The ambo for the lectors, the position of cantor and choir should be placed so they are not in the sanctuary. the EEMCs do not enter until after the fraction and priest’s communion.

One of the abuses that Lifeteen was recently warned about specifically, and which they have promised to correct, is inviting the youth to gather around the altar for all or part of the Eucharistic prayer or the Our Father.
