The Stations of the Cross can be lead by a priest or by a layperson.
Must the layperson be a leader of prayer?

At our parish we have Stations every Friday in Lent, preceded by a very light meal…soup, bread, water.
Then, a pre-appointed group leads the Stations. One person with the processional cross, one person reading, one person leading the Stabat Mater between Stations.
The parish groups take turns…Knights, Youth, St. Vincent de Paul, Choir, Staff, Finance Council, etc. We get a big turnout. Meal donations, if any, go to Catholic Relief Services.
