Who can read the Gospel at Mass?

Blessed Lord’s Day to all,

Question: Who is, and who is not, authorized to proclaim the Gospel?
Situation: A woman proclaimed the gospel at Saturday evening Mass yesterday.
Who: A woman dressed in normal attire; likely a lector.
What: She proclaimed the gospel for 2nd Sunday in Lent.
Where: In a RCC church across town.
Why: Not sure, but the priest wasn’t vocally impaired b/c he stood by for the gospel and afterwards gave the homily.
When: At the mass my wife attended last evening.
How: Don’t know for myself; confused enough to ask here on the forums.

General Instruction of the Roman Missal:

1. By tradition, the function of proclaiming the readings is ministerial, not presidential. The readings, therefore, should be proclaimed by a lector, and the Gospel by a deacon or, in his absence, a priest other than the celebrant. If, however, a deacon or another priest is not present, the priest celebrant himself should read the Gospel.

Only a bishop, priest, or deacon should be proclaiming the Gospel at a Mass.
