Who can receive Communion?

Recently our Pastor, in a Sunday homily made the statement that, "There are some in the church wh urge that those deemed not fully Catholic of not Catholic enough be refused communion as a public sanction…Jesus ate with the “unfit”…Communion is not a reward for the spiritually perfect.

I called and told him that his statements really upset me. I was asked to pray and meditate on the subject (which I have done).
What is your response?
