Anyone can recieve the ashes, baptised or not. It is a religious tradition not a Sacrament.

As has been said, anyone may receive the ashes on Ash Wednesday. I looked for this answer myself when I was a lurker, seeing as I have not been confirmed (or had my First Confession or Communion) and did not know if I would be able to receive ashes on Ash Wednesday.

Also, it is a reminder that we are dust and to dust we shall return (Genesis 3:19). Baptized or not, we shall return to dust.

I am just kidding. Yes it is a sacramental not Sacrament. I think you have more to say on why we receive the ash in view of the fact we will be going into Lent subsequently. Yes, our souls do. Our flesh remains until the resurrection of the dead.Aren’t we supposed to return to the Father?
