Who can share the cup?

Our new priest shares the Sacred Cup in which he has poured the water with the people. Is this proper? I have been told this is not allowed.

Help I usually partake of both kinds when I go to the Pauline Mass.
 
Hi

The priest can share the chalice He uses with the congregation. His chalice isn’t any more special than the others that are used. What is most special is the Blood that chalices contain.
