Who can venerate the Cross on Good Friday

I was wondering, can anyone venerate the Crucifix on Good Friday? including non Catholics, Catholics in mortal sin, excommunicated Catholics, etc. thanks!

AFAIK, anyone can, much like anyone who wants to can receive ashes on Ash Wednesday.
