Who deserves a proper burial rite in the Catholic church?

I served in a particular parish some years back under the parish priest who denied a parishioner (though properly baptised and confirmed, and did not renounce his Catholic faith) a proper burial rite on the basis of the deceased not being able to fulfil his financial promises to the parish not withstanding the willingness of the deceased’s relatives to “clear the debt”. The controversy of this kind is rife in so many local parishes in my area. So, who deserves to be accorded a proper burial rite in the Catholic church?
