Who did Lucifer prosecute?

I read somewhere that Lucifer, now known as Satan, was the Prosecutor in God’s court. So who did he proscute? Were they huuman souls? Did evil already exist?

Im asking this question cuz im writing a book and it centers around Satan and the Nine choirs of Angels.

Writing a book about having heard something somewhere does not sound very encouraging regarding a successful result from one’s efforts. Most successful writers will suggest that it is always best to write about what we know.
