Who is allowed to canonise, beatify etc

I always thought this was the pope and cardinals but I’m sure I read sometimes that an archbishop or bishop venerated someone?

“canonization” means, quite literally, to put into the canon, or calendar of saints.

Modernly, only the pope in the RCC.

Historically, the “cultus” of the saint (veneration) grew gradually from local to expand outside that area.

Presumably the EC churches could recognize a saint today, but it hasn’t been done in a long time. It appears that this is more about the prestige of a Vatican proclamation as opposed local.
