Who is allowed to give Benediction?

The parish I grew up in is instituting Adoration and Benedicition during Lent. The pastor and associate are not willing to participate and are pawning off the responsibility to the deacon. Who is allowed to expose the Blessed Sacrament and who is allowed to lead Benediction?

Dear G,

Ordinarily a priest or deacon puts the Blessed Sacrament on the altar and returns it to the tabernacle. However, if no priest or deacon is available, a lay person may be appointed to do this by the local Ordinary (bishop).

Only a bishop, priest or deacon can give the Benediction of the Blessed Sacrament.
