Who is allowed to incense?

As the question, questions — Who is allowed to incense?? I saw on TV today a broadcast of a Mass at U. Notre Dame in which looks like the priest was incense then for the blessing of the people… a switch happen … to a young female in alb, who blessed the crowd:confused:… So who is allowed besides a Priest or Deacon???

We have young Altar servers who are thurifers who incense the Priests and the congregation. So I would imagine as well as the Priest and Deacon the thurifer can incense the people; but I did not think it constituted as a Blessing.

true its not a blessing, blessing —wrong term:o hmmm
 
I found this from the GIRM
it first talks of a priest:
105. If incense is used, he incenses the gifts and the altar. A minister incenses the priest and the congregation.
  1. Laymen, even if they have not received institution as ministers, may perform all the functions below those reserved to deacons. At the discretion of the rector of the church, women may be appointed to ministries that are performed outside the sanctuary.
Still trying to figure out who is a minister (since there are several kinds)… they fudge it a bit (not really) hmmmmm.
