Who may receive the Sacrament of Penance?

If a person is validly baptized in another Christian denomination, such as in a Baptist church, is that person permitted to avail himself of First Reconcilation prior to Confirmation and First Holy Communion? One of the adults in our RCIA program asked if she would be able to confess the sins she has committed since her Baptism, before she receives First Holy Communion when she is Confirmed this upcoming Easter Vigil. I heard a priest say that only Catholics may receive the Sacrament.
