Heya,
It is my understanding that there is no consensus as to what makes a territory or state *Dar-al-Islam *or Darl-al-Harb. Is this true? It’s my limited understanding that some authorities say that a land, region, state, etc. only qualifies as Dar-al-Islam if it is under Islamic rule and law. That is, it is administered by Muslims under Islamic law. Others, to the contrary, say that if Muslims are allowed to practice their faith without restriction, but otherwise do not live under Islamic authorities and Islamic law, the place where they live can still be considered Dar-al-Islam.
