I don’t know who said it either, but Alcoholics Anonymous and other 12-step programs have wisely adopted this as one of their slogans to avoid condemning other members who may have “slipped”.

I found this site attributing it to St. Philip Neri so it could be both. During his talk on the Catechism on the 8th commandment, I heard Father Corapi say again it was St. Philip.
