Why are some verses omitted in new translations?

Please explain why verse 14 of Luke chapterm23 has been left out of the new Jerusalem bible

I think you actually mean Luke 23:17, not Luke 23:14. I cannot find anything that mentions Luke 23:14 being omitted. However, Luke 23:17 is omitted in many new translations of the Scriptures. This common omission is explained in the New American Bible:
This verse, “He was obliged to release one prisoner for them at the festival,” is not part of the original text of Luke. It is an explanatory gloss from Mk 15:6 (also Mt 27:15) and is not found in many early and important Greek manuscripts.
