Why are the special days of Lent not holy days of obligation?

Why is it that Holy Thursday, Good Friday and Holy Saturday are not Holy Days of Obligation? Christmas is a Holy Day no matter when it falls in the week. Why are the Days of Holy Week never Holy Days of Obligation? Jesus’s death was our salvation and obtained heaven for us if we follow the law that God has given us to follow. Shouldn’t the day that heaven was purchased for us be as important if not more important then Christmas?

Holy Days are solemnities; days of great celebration. They are never days of penance.
Ash Wednesday and Good Friday are fast and abstinence days. Even Holy Thursday has a penitential aspect to it.
