Why are we being required to submit to the Petrine Privilege?

I am getting married in the fall. My fiance just converted to Catholicism and we now being required to Petrine Privelege because she was married 30 yrs ago to a Jew. The documentation required is staggering. Worse, we are being told this must be submitted to ROME! There is almost no doubt in my mind that this will not happen by our wedding date thus forcing us to be married by a justice of the peace.

I myself was married before to a Jewish woman and we did not have to go through this. She died 3 years ago.

Please explain why this is.
