The terms “Roman Church” and “Roman Catholic Church” date from at least the early Middle Ages, but the stress on these terms became prominent after the Protestant Reformation. The reason was to emphasize the distinctive quality of being not only a Christian, because baptized, but of being a Catholic, because in communion with the Pope.

No, Eastern Catholics are not of the Roman Rite of the Catholic Church. I would avoid calling them something they are not, because they get very offended when called a Roman Catholic.

There are two questions here.
All Catholics are in communion with the Bishop of Rome. In that sense they are all Roman. That is the sense given in the Modern Catholic Dictionary. Yet many eastern Churches have their own head (Patriarchal, Major Archiepiscopal, Metropolitan: see diagram).
What are rites? This may refer to liturgical rite of which there are many. For example, one can refer to Byzantine Rite, or even Byzantine-Ukrainian Rite (See Bl. Pope John Paul II, 2000 vatican.va/holy_father/john_paul_ii/speeches/2000/oct-dec/documents/hf_jp-ii_spe_20001201_chiesa-ucraina_en.html ).
Different from the rite is the Church sui iuris.

Also Roman means of the Roman Empire which lasted until Fall of Trebizone in 1461 A.D. The latter portion was later called Byzantine.

.OP - We are the Catholic Church and as Vico and others have laid out we are 23 Churches in communion with each other and with the Pope. Based on the rites we follow (e.g. the form of our Mass) and/or that area where our original communities began, we further identify as Roman Catholic or Byzantine Catholic or Coptic Catholic, etc.
In fact, look at my header. I call myself a Latin Rite Catholic, which is just another name for Roman.

Actually, you are a Latin Catholic that celebrates the Roman Rite.
If you lived in Milan, you’d be a Latin Catholic that celebrates the Ambrosian Rite.

As I understand it, Catholics in the UK and Ireland started being referred to as Roman Catholics because when Henry VIII named himself the Head of the Church in Britain, and continuing thereafter, what we now know as the Anglican Church referred to itself as Catholic, and those who followed the Pope in Rome as roman Catholics. In fact, the Anglicans are not Catholic at all, since they broke away from the Catholic Church, and we, so-called Roman Catholics, are really Catholics, of the Latin Rite.

I know it’s used that way, but I think it’s misleading. As Joan M says, “Roman” Catholic was a pergerotive coined by the Protestants.
What are the Catholics in Milan or Toledo? They don’t follow the Roman Missal.
I prefer simply Catholic, and then Latin Church, if you need to be clearer.

Wikipedia calls the archdiocese of Milan the Roman Catholic archdiocese of milan. The Protestants use the word in a different way, even the word christian was a negative term of followers of the way in the early church. Plus, the western Church was called the Church of Rome in the early church, I don’t see how the word can be negative unless you use it from a Protestant prospective.
